UMTE's Professor Was an Expert on the Development of State Anti-Corruption Efforts in the Republic of Tajikistan

Associate professor of The Department of Management and Public and Municipal Administration Tatyana Vinogradova was an expert on the development of state anti-corruption efforts in the Republic of Tajikistan and held several training events.

In August-September 2024, Tatyana Vinogradova provided expert and consulting support to The Agency for State Financial Control and Anti-Corruption of the Republic of Tajikistan on the realization of the sociological survey envisaged by the State Anty-Corruption Strategy until 2030 and the Activity Plan for 2021-2025.

The expert held several consultations with Agency staff, analyzed the methodology developed by the Center for Strategic Researches under the President of the Republic of Tajikistan and made recommendations for its improvement, as well as participated in an open meeting of the Interdepartmental Working Group on Combating Corruption, where she presented her recommendations.

Tatyana Vinogradova also held several training events for the staff of the Agency for State Financial Control and Fight against Corruption and members of the Anti-Corruption Coalition, which includes non-governmental organizations. During one of the events, using the example of the budget transparency review of the International budget partnership, Tatyana Vinogradova explained the importance of transparency in budgetary processes for the effective fight against corruption. Special attention was paid to the need to operationalize the concepts like «level of corruption” or «efficiency of public procurement», in order to create objective measuring tools.

To increase the skills of the Anti-Corruption coalition members and their ability to conduct independent anti-corruption research, the expert provided intensive training on planning sociological researches and applied researches methods to study corruption.

Tatiana Vinogradova has more than 20 years of working experience in projects in the field of sustainable development, proper governance and budget transparency. Her professional path is connected with conducting applied research, consulting international organizations, teaching and scientific work. Since 2020, she has been an associate professor at the St. Petersburg University of Management Technologies and Economics.
