Attention! New SIM-card-registration rules for international students and postgraduates

We inform international citizens studying at the UMTE about the implementation of new rules for obtaining SIM cards.

In accordance with Federal Law No. 303-FZ of August 8, 2024, "On Amendments to the Federal Law 'On Communications' and Certain Legislative Acts of the Russian Federation," new SIM card registration rules for international students are coming into effect.

∙ Starting from July 1, 2025, SIM cards of foreign citizens that have not been re-registered through biometric data will be deactivated.

You must re-register your SIM card according to the new rules:

  • Obtain a Social security number (SNILS) at a multifunctional center, the Social Fund of Russia, or through your employer – you will need your passport and a notarized translation of it.
  • Register in the Federal State Information System "Unified Portal of State and Municipal Services” – your account can be verified at a bank branch or at the office of multifunctional center.
  • Submit your biometric data at a bank branch.
  • At a mobile service provider’s office, re-register your existing SIM card or order a new one. Enter into a contract and activate the SIM card via a biometric terminal or in the Federal State Information System "Unified Portal of State and Municipal Services”.

The registration of a Social security number (SNILS), ITN (Individual Taxpayer Number) and access to the Unified system of identification and authentication (USIA) for foreign citizens and stateless persons in Saint Petersburg is provided by the following offices:

  • Passport and Visa service of MIA (Ministry of Internal Affairs): Krasnogo Tekstilshchika St., 10-12, letter O;
  • Service center for foreign citizens at the “Sberbank” office: Staro-Petergofsky Pr., 30, building 1, letter A;
  • Sector №2 of Multifunctional center of Krasnoselsky area: Veteranov Pr., 147, letter B;
  • Sector №2 of Kalininsky area: Vedeneeva St., 4, letter A;
  • Sector №9 of Primorsky area: Yuntolovsky Pr., 53, building, 1;
  • Sector №1 of Multifunctional center of Nevsky area: Sedova St., 69, letter A.
